BRIEF PROJECT DESCRIPTION AND KEY COMPONENTS
2.1 Project Objectives
2.1.1 Project development goal: The overall goal of the project to sustainably and equitably improve
access to safe and affordable water supply and sanitation including good hygiene practices.
2.1.2 Specific project objectives: The specific objectives of the proposed project are to: (i) increase
sustainable access to safe water and basic sanitation in rural areas; (ii) enhance service delivery capacity;
and (iii) create opportunities for improved livelihoods, including youth employment, through community
based integrated water resources management that also addresses coastal protection.
2.2 Project components
The project is structured in the following three components:
Component 1: Water Supply and Sanitation Infrastructure: This component will finance rehabilitation and
construction of new water supply and sanitation facilities in 145 rural and peri-urban communities, and will
support hygiene promotion and behavioural change following the Community Led Total Sanitation (CLTS)
approach that focuses on behavioural change to achieve open defecation-free communities. CLTS triggers
communities’ desire for collective change leading to greater ownership and sustainability. The water supply
facilities to be provided in each community will include a drilled borehole (about 75m av. depth), a solar
powered pumping and reticulation system, water storage tank (80 m3
av. size), about 20 metered yard tap
and up to 15 street tap connections, including at connection to schools and health centres within the vicinity,
as well as providing a livestock watering amenity,.
Component 2: Capacity Enhancement for Sustainable Services Delivery:
The component will include provision of support to enhance sector capacity through strengthening of
relevant sector institutions by implementing the previous Bank/AWF financed study recommendations. In
this regard the component will serve as the vehicle for facilitating establishment of the Rural Water Supply
and Sanitation Department (RWSD) as the lead agency for delivery of rural water supply and sanitation
infrastructure and services. Key activities include: development of hard and soft tools and provision of
amenities to enable effective sector management, coordination and performance; training of national and
local level stakeholders & beneficiaries; and enhancement of the capacity for improved sanitation and
hygiene practices at the community and local government levels. |
