Project Name Support in developing the water sector
Project Detail Tanzania’s population is poorly supplied with water and has inadequate sanitation systems. To improve the situation, the government has laid the foundations for comprehensive reforms by adopting the National Water Policy in 2002, the National Water Sector Development Strategy in 2006 and new water legislation in 2009. It has also set up a national regulatory authority. The reforms must now be implemented consistently at all levels, and the necessary competences and resources for this must be created (capacity development).

Objective
Lasting improvements are made to the institutional, legal, regulatory and human resources frameworks to increase the population’s access to drinking water supplies and sanitation systems, and to adapt the management of water resources to climate change.

Approach
Water is a priority area of German development cooperation in Tanzania. This programme provides advice on water sector policy, strategies and organisational development to support reforms introduced by the Government of Tanzania. The National Strategy for Poverty Reduction and the long-term Development Vision 2025 play a central role in this. Together with other development partners, the programme supports the management of the National Water Sector Programme.

The programme is improving the capability of the Ministry of Water to implement the reform. It is increasing the level of professionalism in the regulation of commercially operated water and wastewater companies, and is supporting regulatory agencies in their tasks. Basic training and further education measures are used to improve human resources and the capacity to perform at national, regional and district levels. Furthermore, the programme is helping to establish and reorganise institutions at various levels, and to implement new statutory regulations.

Results achieved so far
Through the process and reform advice given to the Ministry of Water and the regulatory authority, foundations and structures have been created for a lasting restructuring of the water sector and its institutions, and the conditions for comprehensive reform have been firmly put in place.

The Ministry of Water and other interest groups contributed to the creation of a comprehensive development strategy for the water sector intended to achieve national objectives, which was adopted by the Cabinet. Building on this strategy, the new water legislation, and the guidelines that are still being drawn up will provide a legal basis for the reform.

The main principles underpinning the national water policy are now more widely known as a result of the support provided by the programme. Tanzanian experts and decision-makers have become familiar with these fundamental principles, which call for local ownership of the processes of organising and operating rural water supplies, efficient management practices and the cost-covering provision of urban water services. This has been achieved through the intensive capacity development programme implemented under an EU combined financing arrangement and with the support of RODECO Consulting GmbH, the German consulting firm. Training is currently being provided for 106 water utilities.

Decision-makers and the general population now better understand the links between water supply and wastewater/solid waste disposal as well as between hygiene, health and HIV/AIDS. The GFA Consulting Group has carried out a baseline study on these relationships in poor urban areas in 20 cities using GIS (geographic information systems) and Google Earth. The study will provide the information needed for future planning.

Ideas and activities to alleviate poverty are being integrated into the efforts to improve water supply and sanitation, as too are gender and human rights issues.
