Project Name Power Sector Reforms and Financial Sustainability Program (Subprogram I) Project Number 56332-001 Country / Economy Sri Lanka Project Status Active The proposed programmatic approach and policy-based loan (PBL) for the Power Sector Reforms and Financial aims to consolidate the electricity industry reforms implemented under the Electricity Act 2009 by unbundling Ceylon Electricity Board (CEB) into wholly-owned corporate entities for generation, transmission and distribution of electricity, implementation of fully cost reflective tariffs, facilitate an enabling environment for market liberalization, and strengthen renewable energy investment activities in the country. The program outputs contribute to ADBs Strategy 2030 operational priorities by Strengthening Governance and Institutional Capacity and enhancing environmental sustainability. The program is also consistent with ADBs country partnership strategy pillars 1 and 2, and three thematic pillars . The programmatic approach PBL is appropriate as the government of Sri Lanka is preparing a comprehensive power sector reform program and programmatic approach provides opportunity for ADB to engage with the government and power sector stakeholders in a sequential manner to ensure the implementation of envisaged reforms. |
