Background and Main Objective of the Mission A mission of the International Fund for Agricultural Development (IFAD) [1] visited Djibouti from 21 to 31 October 2018 to supervise the Water and Soil Management Program (PROGRES). The objective of the Mission was to conduct a review of progress since the start of the Program and assist the team and stakeholders PROGRESS to improve the delivery and achievement of Program results. The overall objective of PROGRES is to contribute to the sustainable improvement of living conditions and the reduction of rural communities in the Programs intervention area. The total cost of the Program has been estimated $ 17.05 million, of which currently $ 5.77 million is financed by an IFAD loan; 300,000 USD by IFAD grant [2]; $ 658,000 through a World Food Program (WFP) grant; 1.06 million USD by the Government of Djibouti and 240,000 USD by the beneficiaries. An amount of $ 6.1 million will be mobilized after the mid-term review of the Program, based on IFADs allocation in future funding rounds or other donors. After a presentation session and general review of the progress of the Program with the Management Unit of the On 21 October, the Mission carried out field visits from 22 to 25 October in the Arta and Tadjourah. She met the regional authorities (President of the Regional Council of Arta, Prefect of the Tadjourah), the communities and their representatives of 6 courses (Karta - Koussour-Koussour, Aylaadou - Wabeyta, Andaba - Madgul, Malaho-Monkour, Margoyta - Adgueno, Dorra - Sak-Alol). In these courses, she visited achievements in terms of water mobilization (tanks and reservoirs), protection and regeneration of vegetation, animation and nutritional education. In Djibouti-ville, the Mission was received in audience by His Excellency Mr. Mohamed Ahmed Awaleh, Minister of Agriculture, Water, Fisheries, Livestock and Fishery Resources (MAEPE-RH) and Mr. Ibrahim Elmi, Secretary General of the MAEPE-RH. She had talks with officials of the Financing Directorate outside (DFE); the Public Debt Department (PDD). She held working sessions with the staff of the Unit Program Management (PMU); the Department of Major Works (DGT); the Directorate of Hydraulic Resources (DHR); the Directorate of Agriculture and Forestry (DAF); the Department of Livestock and Veterinary Services (DESV); the World Food Program (WFP); the Food and Agriculture Organization of the United Nations (FAO). She has also met the supervision mission of PRODERMO (World Bank). The findings and recommendations of the mission contained in this report were presented and discussed at a general report held in Djibouti-ville on 8 November 2018, in the presence of all the central directorates concerned by the Program and under the chairmanship of His Excellency Mr. Mohamed Ahmed Awaleh, Minister of agriculture, water, fisheries, livestock and fishery resources (MAEPE-RH). The Mission wishes to express its thanks to the Djiboutian Authorities, as well as to all the people we met for their welcome, their availability and their contribution to the smooth running of the Mission. She also thanks the PMU and the IFAD Focal Point for the quality of organization and support to the Mission.
