Project Name | Fighting HIV and AIDS at all levels |
Project Detail | Almost 6 million people in South Africa are infected with HIV. The epidemic is one of the largest obstacles to development in South Africa. The main reasons for the epidemic are the low use of condoms, low rates of male circumcision and frequent changes of sexual partners. Acceptance levels for regular testing are low and lifelong medical care often lacks any social support. Stigma and discrimination are additional factors in the spread of the disease. The social consequences of the epidemic can only be dealt with successfully by involving all stakeholders at all levels. In recognition of this fact, the South African Government has set up AIDS councils at the national, provincial and local levels. The intention is that these will kick-start and sustain the urgently needed exchange of information between everyone involved in the fight against HIV and AIDS, and that they will coordinate intervention measures. So far they have not always been successful due to of the lack of skilled personnel and financial resources. Objective HIV and AIDS prevention has been expanded. The fight against the immunodeficiency disease is being conducted in a multi-level approach with all stakeholders. Approach The Multi-sector HIV and AIDS Prevention Programme (MHIVP) uses a multilayered approach, which strengthens the competence and effectiveness of governmental and non-governmental partner organisations. It also involves interdisciplinary outreach to youth, as well as health promotion in the workplace. The emphasis is on providing training for the AIDS councils at the national, provincial and local levels, so that they are better able to perform their central coordination tasks. Young people are one of the high-risk groups for HIV infection. GIZ has therefore been working with South Africa’s leader in HIV and AIDS prevention and youth development — the non-governmental organisation ‘loveLife’ — since 2008, supporting its efforts in the areas of communication, evaluation and programme implementation. Results achieved so far AIDS councils at all levels have enhanced their capacities and communication between different stakeholders, institutions and organisations has been improved. This has had a positive effect on those infected with HIV and those that are affected indirectly, because it has improved access to health facilities and other social services. LoveLife’s internal and external communication and information flow has been strengthened and made more transparent and efficient. Some 40 advisors who work in LoveLife’s call centre have received training on communication skills and are now able to assist callers more competently. GIZ has been helping businesses establish HIV prevention programmes. This has brought about changes in the behaviour of employees. HIV advisory and treatment services are also being used more widely. GIZ’s Youth Development through Football project has helped develop an HIV and AIDS prevention manual for coaches. |
