Background
Under the RPJMN 2015-2019, the coverage of drinking water services throughout Indonesia by 2019 should have reached 100%. Meanwhile, the coverage of drinking water services in Pekanbaru City in 2014, mainly through the pipeline reaches only 8%. This service is served by PDAM Tirta Siak, where most people rely on ground water for drinking water. Pekanbaru City as the capital of Riau province is actively doing physical development, which has implications for land use and population density. This condition has an impact on the decreasing quality of groundwater, due to contamination due to community activities.
Objectives
The general objectives of this project are as follows:
To expand the coverage of water supply system services in Pekanbaru;
To improve the service quality of PDAM Pekanbaru
The objective of this project is to provide reliable water supply in accordance with technical standards to meet community needs and support economic activities in Pekanbaru City. The provision of drinking water through the PPP scheme will reduce the city governments financial burden in clean water sector financing.
Scoupe
The Pekanbaru Air Supply Project was developed to assist local governments in improving clean water services to the people of Pekanbaru. Most households in the area use ground water to meet their daily needs. Groundwater, on the other hand, has a low quality, with high Fe and Mn concentrations. With this project, drinking water management in Pekanbaru city will be done by PDAM, Unit UPTD SPAM Regional and PPP. The service level of 8% in 2014 will increase to 27% by 2019 with sustainable access to safe drinking water. The 500 l / sec system capacity will serve 40,000 household connections. The service area is six (6) districts: Pekanbaru Kota, Lima Puluh, Sukajadi, Sail, Senapelan, and Payung Sekaki. The water reservoirs from the Water Treatment Plant (WTP) in Tampan will be pumped into the soil reservoir and then pumped back into 4 (four) distribution areas in Lima Puluh, Sukajadi, Sail and Payung Sekaki. Total reservoir capacity is 8,500 m3: 1. Fifty (2,000 m3), 2. Umbrella (3,000 m3), 3. Sukajadi (2,000 m3), 4. Sail (1,500 m3). The total length of transmission pipe is 14,88 km with diameter 300-600 mm by using Pipes Steel material. The total length of the distribution pipe is 133.61 km with the diameter varies from 70 to 250 mm with HDPE Pipes material.

Findings of the Environmental Impact Assessment (AMDAL)
The project is classified to require AMDAL, Environmental Management Plan and Public Consultation. Initial environmental checks have indicated that the project should not face significant problems from an environmental point of view. As of August 2016, AMDAL and Environmental Permits are in process.
Land Acquisition and Resettlement Action Plan
There is no land acquisition in this project. Intake, WTP and 2 reservoir locations will enter into the PDAM property and 2 other locations from the reservoir will be rented from Pekanbaru City. |
