The soft loan programme aims to improve infrastructures and medical equipment at various levels of the health system in three provinces of central Vietnam – Thua Thien Huè, Quang Tri e Quang Nam – and at the Teaching Hospital of Huè University. A grant fund has also been provided to support logistically and technically the Central Programme Management Unit (CPMU) in terms of support staff, both local and expatriate, office equipment and transport. Beneficiaries are the health services and indirectly the patients who refer to them for assistance. The forecasted duration is three years starting in October 2014. The activities forecast the preparation of a number of tenders both international (for technical assistance and complex equipment acquisition) and national (civil constructions, acquisition of standard equipment and local training). The “untied” component of the loan will be used for all construction activities that will follow national bidding procedures and will be adjudicated to national companies. The same applies for the procurement of standard medical equipment for hospitals and health centres. On the other hand, the selection of Italian technical assistance for complex hospital infrastructures and for training in complex health technologies will be subject to bidding procedures carried out in Italy in order to identify a suitably qualified institution. The provision of complex equipment will follow same rules.
