Norway Project Notice - Lio Power Plant

Project Notice

PNR 21309
Project Name Lio power plant
Project Detail Lio power plant in Tokke municipality in Telemark county was built in 1969 and is now being modernised. Following the upgrade, installed capacity will increase by 3 MW to 43 MW. Annual production can be increased by up to 18 GWh to a total of 243 GWh. Lio power plant will undergo an almost complete rehabilitation with an upgraded power turbine, generator and waterway, as well as a new turbine regulator and a new control unit. The actual power plant is situated 400 metres into the mountain and utilises a 352-metre-high fall from the Byrtevatn intake reservoir. Lio power plant is an important hub for electricity supply in West Telemark, supplying both the local and main grids. In addition to Statkraft, Vest-Telemark Kraftlag and Statnett are connected here. The project The overall project consists of five parts: Construction, transformer/set-up, control unit, waterway and generating unit. The current three-winding transformer inside the plant will be replaced by a pair of two-winding transformers; a production transformer inside the plant and a grid transformer outside. The annual average production from Lio power plant is 225 GWh, which is equivalent to the electricity consumption of 11,250 households. Following the upgrade, the capacity will increase by about 18 GWh, equivalent to the consumption of around 900 households. The generator and turbine inside the plant will be upgraded, along with the tunnel and penstock in the waterway. There will be a new control unit and a new transformer manufactured in Slovenia. The current transformer is located inside the power plant, but the upgrade will result in a separate transformer building on the outside. The upgrade of the transformer will also help secure the power supply to the local community. The facility is located near Rukkeåi Stream, which runs into the Tokkeåi and Bandak rivers. Tokkeåi has a very valuable population of big lake trout, which uses the Tokkeåi River for spawning and nursery habitats. The Bandak Delta is also an important habitat for birds and fish. Consequently, the facility has been planned with the highest possible protection against oil discharges. On County Road 38, which has a poor standard in places, four bends will be straightened to transport the transformer to the power plant. This is something the local community is very pleased about.
