The project is structured around two main phases: an emergency phase and a structuring phase. This organization provides a first emergency response to the needs of the population, while preparing the implementation of a larger project to open up and rehabilitate the precarious neighborhoods of the city of Bangui. This project is implemented by a group of NGOs in charge of urban and social project management. It involves massively recruiting people from neighborhoods for community actions: cleaning public spaces, collecting garbage, repairing small equipment and public networks (standpipes, sanitation works, markets). These activities have been defined in connection with the local populations and are articulated with social mediation and community support actions. At the same time, studies are carried out on urban development investments, whose project management is carried out by the Ministry of Housing and Town Planning and delegated to AGETIP-CAF (public executing agency works).
