| Project Name | REGIONAL INFRASTRUCTURE DEVELOPMENT FUND PROJECT |
| Project Detail | The development objective of Regional Infrastructure Development Fund Project for Indonesia is to increase access to infrastructure finance at the subnational level through a sustainable financial intermediary. The Project will (i) increase access to infrastructure finance at the subnational level; and (ii) upkeep the financial performance and health of Regional Infrastructure Development Fund (RIDF). The Project aims to support the structuring and operationalization of a RIDF as a retail domestic financial intermediary. Located within PT. Sarana Multi Infrastruktur (SMI), RIDF will increase subnational governments access to finance for basic environmental, productive and social infrastructure. The project component would include: (1) capital support for RIDF; and (2) RIDF Project Development Facility. The PT. SMI will be the project executing agency. The project implementation period is from December 2016 to December 2019. The direct beneficiaries of the project are the subnational governments having access to senior debt for the development of economically viable infrastructure projects. Some of the negative impacts and mitigation measures include: (i) all clearance required for environmental aspects during construction shall be ensured and made available; (ii) trees shall be removed from the construction sites before commencement of construction with prior permission from the concerned department; (iii) a suitable site should be identified for safe disposal, in relatively low areas, away from the water bodies etc., and got approved by the Engineer; (iv) establish the baseline water quality prior to the initiation of construction and to be periodically monitored and report sent to the Engineer; (v) ensure the restoring river bed to its natural shape free from any debris or construction junk material that may obstruct the flow; (vi) ensure community consensus and minimum impact to common utilities like telephone cable, electric cables, electric poles, water taps etc.,(vii) the top soil to be protected and compacted after the completion of work, where the pipe lines run, including open lands and agricultural lands; (viii) adequate precautions to be taken while laying the mains to avoid the possibility of cross connection to sewer lines; (ix) construction site should be barricaded to avoid accidents; and (x) noisy construction operations in the residential areas should be done only between 7.30 am and 6.00 pm. |
