Repair and develop drinking water infrastructure: In the field, the project will materialize by the construction or renovation of water treatment plants, laying new pipes, replacing old ones. Station layout plans will take into account the increasing salinization of the Mekong Delta lands, as a result of global warming, with the aim of avoiding salty water, or will be in a few years . Eight projects (mainly production capacity increases and network extensions) were prepared by the water utilities of the six provinces involved in this program. They concern the small and medium-sized cities of the Mekong Delta (at least 2500 inhabitants in the locality). The program is managed in partnership with the Vietnamese Public Development Bank (VDB) and is based on innovative financial arrangements. The line of credit made available by AFD feeds a "Water Fund", managed by the VDB. After analyzing the requests for financing from the Provincial Companies, the VDB is lent to the CEPs under very advantageous financial conditions (loans in local currency, long-term loans and subsidized rates). This approach draws the attention of the central authorities of Vietnam. Depending on its success, it could impose itself in other regions of the country and this fund of Water could be renewed. Strengthen the capacity of the water companies: This component, equally essential, directly concerns the water companies and the VDB. These institutions benefited from technical assistance and training from 2009 to 2012 to better understand the needs of the population, detect water leaks and achieve a financial balance. This approach contributes to the emergence in Vietnam of a logic of commercial public good in the field of water.
