The SEN / 028 program is an extension of the results obtained with the SEN / 024 program. It has two main features: ICP III opens with delegated cooperation to be implemented with the Belgian Cooperation. Luxembourg will host Belgiums vocational training activities in the central part of the country. [1] As a result, the operational concentration zone initially limited to the three regions of the northern zone (Louga, Matam and Saint-Louis) will be extended to the four regions of the central zone (Diourbel, Fatick, Kaolack and Kaffrine). However, SEN / 028 is a national program with a double regional presence. The concentration area will be the place for experimentation and evaluation of measures intended to be extended at national level. In addition, the implementation of the program gives an important place to decentralization by allowing the decentralized authorities to play a leading role in the planning and local management of the training offer. Another novelty is that sectoral programs will have to be implemented through progressive recourse to national execution. This means that it is now the national part that will be brought to carry out all the tasks. The SEN / 028 program aims to contribute to the development of quality vocational and technical training that is equitably accessible to girls and boys and meets the needs of economic and social development. At the end of this Program, the Ministry will need, on the one hand, an operational planning tool with a direct impact on budget programming and, on the other hand, a set of training institutions operating in a logic of autonomy of management and development of private public partnerships. Secondly, improving the quality of training will be part of the perspective of the quantitative and qualitative development of the training offer. The aim is to diversify the training offer and adapt it to the needs of the economy, particularly local or regional. The goal is to have a national harmonized support system for professional integration. At the end of SEN / 028, the insertion measurement tools will have been set up and the support mechanisms will have been evaluated. |
