Project Detail Myanmar is set to enter a period of unprecedented rapid economic growth, enhanced by regional trade and labor flow foreseen with the entry to the ASEAN Community in 2015. Yet Myanmar’s laborers are undereducated and underskilled to take advantage of the opportunities. SDC provides institutional support to the Center for Vocational Training, an established quality provider of Swiss-style ‘dual system’ vocational education in Myanmar, including life and technical skills education for disadvantaged youth. Background Myanmar is geographically situated in a strategic position between fast growing economies of East Asia (mainly China), South East Asia, and South Asia. Although it is still falling in the category of the Least Developed Countries (32% of the population still lives in poverty), its vast natural resources and largely untapped potential could allow for rapid development and poverty reduction. The adoption of a proper set of structural reforms is urgently needed, as well as human resource and skills development in order to drive the planned economic growth and compete in the upcoming ASEAN economic market. Objectives The dual VET approach, practised in the CVT as Centre of Excellence, is a successful tool to serve labour market needs and the starting point for a significant number of young women and men in Myanmar to achieve a recognised and respected professional career after a practical orientated education. Target groups CVT’s new school building with a capacities of 1000 apprentices per year (42% women). Adapted institutional and organisational capacities. Proposals for the inclusion of the dual VET system in the Myanmar education system. Around 400 graduates and professionals from different ethnic groups (at least 40% women) are enrolled into the post diploma programmes (teacher/instructor, company internal instructor, young entrepreneurs for SMEs) Medium-term outcomes Outcome 1: The dual TVET approach is further developed in the local context and a systematic anchoring in the official Myanmar education system is explored. Outcome 2: CVT has positioned itself as a TVET Centre of Excellence and an influential partner of the Myanmar government with respect to labour market orientation. Outcome 3: Diploma, post diploma programmes and tailor made trainings have enabled people from all over Myanmar to improve their incomes and recognition. Results Results from previous phases: CVT has defined its legal status in Myanmar and is registered as international NGO Nr. 057. An MOU with the Ministry of Labour, Employment and Social Security (MOLES). formalises the government contribution with the land lease on which the new school will be built. The concept for the new schoolhouse has been developed, locally verified and potential construction companies are identified. Pilot courses for the programmes of the specific target groups (entrepreneurs, instructors, teachers’ training) have been developed and launched. 550 students graduated from CVT between 2005 and 2014 and 70% of them improved their salary. 99% of the companied reported that CVT increased the graduate’s competence and skills.
