Chad Project Notice - Operationalization Of The Seed Sector In Chad

Project Notice

PNR 14581
Project Name Operationalization of the seed sector in Chad
Project Detail In Chad, cereals are the main products of family farms and the basis of their diet. Agricultural yields are low and food insecurity remains high. Seeds, virtually the only input currently used by producers in Chad, allow for the intensification of production at lower cost. The SDC intends to make it easier for producers to access acceptable quality seed in four intervention regions. This will increase the production and income of family farms. background Chadian agriculture accounts for 21% of the countrys GDP and, along with livestock, is the main source of employment and income in rural areas. Despite the governments effort (supervision, subsidy), yields remain low, decreasing and uncertain; family farms are regularly food insecure or starving. Quality seeds are considered as one of the factors for intensifying agricultural production. But the sector is poorly structured, inefficient and does not respond to demand. There is no seed policy; the role of the main public actors is to be clarified (ITRAD: creation, introduction and multiplication of seeds, BNSP: regulation and control, ONDR: dissemination, training, supervision) and their capacities are weak. The supply of quality seeds is insignificant and producers get their supplies from their harvest or by buying low quality (all-out) seeds. Seeds are currently virtually the only input used by producers in Chad, and have great potential for improvement (very low starting point). Producer access to quality seed allows for intensification of agriculture and increased income. Objectives The objective of the program is, at the national level, the development of the main links of the seed chain and, at the regional level, the operationalization of the production of quality seeds in sufficient quantity, allowing the increase of the agricultural production of the farms. family. Target groups The main final beneficiaries are the rural producers, their organizations, the women and youth groups in the four regions concerned, about 2 million people. These producers will have access to quality seeds to increase their production and productivity, as well as their income. The project will also have an induced effect beyond the four priority regions, thanks to the capacity building of the support services and all actors in the sector. Producers in Sahelo-Sudanian agro-climatic zones will benefit from adapted quality seeds (indirect effect). Medium-term outcomes The institutional framework of the seed sector is clarified and works taking into account the interests of all actors, men and women, and mainly farmers organizations. The supervisory institutions (ITRAD, BNSP, ONDR) of the seed sector are strengthened and progressively play their role of providing effective varieties, basic seed production, quality control and support for good seed. use and promotion of seeds. Private individual and / or collective operators produce and ensure the availability of quality seeds at affordable prices. Family farms have access to quality seeds to increase their agricultural production in a sustainable manner and to ensure their food security. Specific approaches allowing women, heads of households, access to seeds and technical skills, will be developed. results Results from previous phases: 1st phase for the SDC
