Project Name Energy Efficient Street Lighting Retrofit Project in South Africa
Project Detail Five innovative Street Lightning LED Retrofit Projects will be realized with the aim to generate best practices models and build capacities in promoting energy efficiency in the public street lighting sector in South Africa. This project will be implemented by GIZ in the framework of their South African German Energy Program (SAGEN). Background Street lighting in South Africa is a responsibility of municipalities, making up 28-40% of their total electricity consumption as per mainly outdated mercury-vapor (MV) or high-pressure sodium (HPS) lamps. For the overall 3.62m street lights in South African municipalities, Eskom, the national power utility, has estimated average potential overall savings of around 48.5%. However, the major obstacle for the municipalities in South Africa is the lack of capacities to plan, procure and monitor as well as to finance retrofit project implementation in a majority of the 278 African municipalities. Objectives The project expected impacts (goals) are 1) Contribution to achievement of South Africas pledge under the United Nation Framework Convention on Climate Change to reduce national GHG emission targets and 2) Energy Efficiency Street Lighting Project constitutes the basis for a subsequent national roll-out. Medium-term outcomes Reduced energy consumption and energy costs in up to five municipalities. Reduced CO2 emissions. Demonstrated adequate technological solutions for energy efficient street lighting projects and enhanced capacities on energy efficiency measures. Improved security situation due to improved lighting in up to five municipalities and enhanced technical capacities for operation and management of the installations. Results Expected results: Technical specifications for different applications and conditions. Templates for Service Level Agreements (SLA) for centralized procurement, and framework and individual contracts developed. SLA, framework and individual contracts signed. Purchase LED for street light retrofits. Technical Trainings held, baselines established and savings verified. Information material and guides on projects activities made available.
