The Municipality of Concordia formalized key changes to the structure of the Urban Development Secretariat through Decree 196/2025, published in the Official Gazette on April 4. The measure entails a restructuring of operational areas related to public works and services, with the goal of improving the planning and execution of urban infrastructure projects. First, Engineer Mateo Sastre, who previously served as Head of the Works Inspection Department, under the purview of the Directorate of Road Works and Maintenance, was appointed Undersecretary of Public Works . His promotion responds to the need to strengthen the technical leadership of the area in a context of high demand for urban projects in the city. At the same time, Engineer Luis Víctor Costa , who held the position of Undersecretary, was assigned a new role leading the newly created Coordinating and Oversight Unit, the Public Unit of the Secretariat of Urban Development. This unit will be responsible for coordinating the work of the various undersecretariats (Public Works, Public Services, and Environment), optimizing resources, schedules, and quality control. The decree justifies the creation of the new unit by assisting the Secretary of Urban Development in the comprehensive organization of public works , centralizing the planning and monitoring of urban projects underway. The Coordinator thus takes on a strategic role in ensuring the efficiency of the various project fronts being developed in Concordia. Regarding Costas appointment as coordinator, the official text highlighted his suitability and experience in planning, project development, and execution of public works and services , a profile that positions him as the right professional to lead the technical coordination between areas. The decree was signed by Mayor Francisco Azcué and the Secretary of Urban Development, architect Alejandro Ernesto López , and marks a further step toward the professionalization of local urban management, at a time when medium-sized cities face growing challenges of expansion, infrastructure, and sustainability. |
