CSF Illa, located in Arequipa, is scheduled to begin operating in December 2026 and, according to the company, is the largest photovoltaic plant in Peru. The Spanish renewable energy company Grupo Enhol announces the construction of the Illa Solar Photovoltaic Plant (CSF Illa), the largest plant of its kind in the Andean country. The plant, located in Arequipa, is expected to be completed in 2026. According to the Spanish company, the 380 MW CSF III will have a capacity of 1.2 TWh and will feature 742,000 photovoltaic modules, 20 medium-voltage circuits, 52 power units, and a 9.5 km 220 kV transmission line, making it the largest project of its kind in the province of Arequipa. The project will also include a SET Jade step-up substation, which will connect to the 220KV San José substation. Initial work on the Illa CSF complex began in the third quarter of 2024, and its connection to the National Interconnected Electric System is expected in December 2026, at which point it will be the largest solar power plant in the country, according to Grupo Enhol. The construction of this complex will require an investment of approximately US$350 million. Enhol Group, as the renewable energy developer, and Kallpa, as the consumer, have agreed on the energy price for this project through a PPA (Power Purchase Agreement), a clean energy purchase agreement at a fixed price for 10 years. This important agreement allows for project financing through Project Finance with the Santander Group and has included the participation of legal advisors White&case, Garrigues, DLA Piper, Payet, Rey, Cauvi, Pérez Abogados, and Milbank LLP. Grupo Enhol has been present in Peru for more than 17 years. Last month, Perus Ministry of Mines and Energy (MINEM) published a resolution approving the projects eligibility under the Special Regime for Early Recovery of the General Sales Tax , which includes the tax levied on imports or local acquisitions of new capital goods, new intermediate goods, services, and construction contracts directly related to its execution. |
