Work Detail The Malaysian government has announced a request for proposals (RFP) for the development of an Elevated Autonomous Rapid Transit (E-ART) system in Iskandar Malaysia through a public-private partnership. This initiative aims to enhance urban mobility in the rapidly growing region and complement the forthcoming Rapid Transit System (RTS) connecting Johor Bahru and Singapore. The Johor government is focusing on the E-ART trackless system to ease traffic congestion in the fast-growing city while complementing the upcoming RTS linking Johor Bahru and Singapore. The state favors the E-ART, which operates on rubber wheels, over the more expensive and time-intensive light rail transit system. Companies registered in Malaysia, including joint ventures and consortiums with relevant expertise and experience, can participate in the RFP. Foreign entities or companies with foreign equity of up to 49% can also participate in the RFP, though a minimum of 30% of shareholdings must be held by Bumiputeras. The company must have available credit facilities from a financial institution of at least MYR 750 million (US$ 168 million), and positive cumulative earnings before interest, tax, depreciation and amortisation over the last five years. Further, potential candidates are required to have completed one contract with a minimum value of MYR 500 million (US$ 112 million) within the last 10 years in the construction and transportation industry. In the case of a joint venture or consortium, at least one member must comply with the requirements. Proposals must be submitted by June 30, 2025.
