Work Detail OÜ Utilitas Wind and Sunly Wind OÜ will compete for the Saare sea area in June Two developers are competing for the Saare 7 sea area in Estonia, which will be auctioned off in June 2025. OÜ Utilitas Wind and Sunly Wind OÜ have both applied to bid in the auction, according to the countrys Consumer Protection and Technical Regulation Authority (CPTRA). The starting price of an auction for encumbering a public water body with a wind power plant is €15,000 per square kilometre. The size of the Saare 7 area is approximately 158.9 km² and the starting price for this area is €2,383,500. The winner of the auction is the participant who made the highest bid and paid that amount. Proceedings for a licence and environmental impact assessment will initiate no later than within 90 days from the announcement of the winner of the auction. After the initiation of the proceedings, the applicant together with the expert group will prepare an environmental impact assessment programme, followed by the preparation of studies and an environmental impact assessment report. The licence proceedings end with the CPTRA’s decision on granting a licence. At present, the CPTRA has announced the winners of 5 auctions for the sea area and has initiated licence proceedings and environmental impact assessment for offshore wind farms 11 times, also one environmental impact assessment report has been approved. The CPTRA is committed to ensuring that offshore wind farms are built in an environmentally friendly manner and in compliance with all construction regulations.
