The redevelopment project for the Rodrigo Bueno neighborhood, located in Commune 1 of the City of Buenos Aires, is moving forward with the social, cultural, and urban integration of the community. Law No. 5,798, passed in 2017, established infrastructure improvements and the provision of basic services to ensure the continued presence of residents in the neighborhood, under the principles of equality and the right to the city. The City Government, through the City Housing Institute (IVC), is the agency responsible for implementing the various stages of the project and coordinating the Participatory Management Roundtable (MGP). This body is made up of IVC representatives, neighborhood delegates, the City Public Defenders Office, the Public Prosecutors Office, the Attorney Generals Office, and the Ombudsmans Office. It should be noted that unregistered residents are not eligible for housing nor do they participate in the project. The neighborhood, inhabited by 996 families in 563 homes, had significant structural deficiencies: 93% lacked access to the public gas network, lacked formal drinking water, and 38% emptied their sewage into the river. To address this situation, the plan includes the construction of 46 buildings with 611 new homes, along with the provision of running water, electricity, sewage, and stormwater drainage. Work is also underway to open streets and corridors, promoting internal connectivity and safety. In addition to infrastructure, the integration includes a socioeconomic focus, with initiatives such as the Gastronomic Patio and the Rodrigo Bueno Organic Nursery. Also planned is the construction of a linear park that will extend from Avenida España along the canal, ending at a viewing point overlooking the Río de la Plata. The neighborhood originated in the 1980s and suffered several attempts at eviction by the City Government, mainly between 2005 and 2006, as part of the Solares de Santa María urban development project by IRSA. In 2011, the court ordered the GCBA (Basque Government) to submit an integration plan and provide public services to the neighborhood, although this ruling was overturned in 2014 by the Court of Appeals. It wasnt until the passage of Law 5798 in 2017 that the urbanization process was consolidated. The project is moving forward with multiple challenges, but it represents a milestone in the integration of working-class neighborhoods in the City of Buenos Aires, with substantial improvements in the quality of life of its residents and their access to basic rights.
