Work Detail The Central Electricity Authority (CEA) of India has proposed amendments to the regulations governing the installation and operation of meters. These amendments, known as the Central Electricity Authority (Installation and Operation of Meters) (5th Amendment) Regulations, 2025, are aimed at updating existing metering requirements and ensuring standardization across the electricity sector. The draft regulations have been made available for public comment, and stakeholders are encouraged to submit their feedback by April 5, 2025. One of the key changes in the proposed regulations is the revised definition of “Interface Meter.” This type of meter is used for accounting and billing of electricity at points where generating companies, licensees, and consumers interconnect with transmission or distribution systems. Under the new definition, Interface Meters will be required for all entities permitted open access at voltage levels exceeding 650V, as approved by the appropriate regulatory commission. Additionally, the amendments introduce a new requirement for Smart Meters. Consumers who are connected at voltage levels not exceeding 650V and have been granted open access must be provided with Smart Meters that conform to relevant Indian Standards. However, for certain open-access consumers or prosumers at the same voltage level, the requirement for a prepayment mode may not be mandatory. Another significant change pertains to Advanced Metering Infrastructure (AMI). The new amendments mandate that all AMI systems must comply with the “Guidelines for Standardization and Interoperability in Advanced Metering Infrastructure Systems” issued by the CEA. These guidelines ensure compatibility and seamless communication between Smart Meters, head-end systems, and Meter Data Management systems. The amendment also updates the requirements for check meters and standby meters used by consumers directly connected to the transmission or distribution system with open access. The decision on the installation of such meters will be left to the discretion of the appropriate regulatory commission. The proposed changes aim to enhance transparency in metering, improve electricity accounting, and facilitate smoother integration of open-access consumers into the power grid. With an emphasis on smart technology and standardized metering practices, the amendments are expected to contribute to a more efficient and modernized electricity sector. Stakeholders, including power distribution companies, consumers, and industry experts, are encouraged to review the draft regulations and submit their comments before the deadline. The final regulations, once published in the official gazette, will replace or modify the existing provisions under the Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006, last amended in 2022.
