Work Detail Saudi Water Partnership Company (SWPC) announces the signing of agreements of Jubail-Buraydah Independent Water Transmission Pipeline (IWTP) project with the consortium comprising Aljomaih energy & water company and Nesma Company Ltd. and Buhur for Investment Company. The agreement was signed Under the patronage of His Royal Highness Prince Dr. Faisal bin Mishaal bin Saud bin Abdulaziz, Prince of Al-Qassim province, His Excellency Eng. Abdulrahman Abdulmohsen AlFadley the Minister of Environment, Water and Agriculture and Chairman of the Board of Directors of the Saudi Water Partnership Company, signed at the Emirate of Al-Qassim province. This project is a significant boost to the water infrastructure in the Al-Qassim and the Eastern provinces that will cater to the drinking water needs in both regions. The pipeline will have a transmission capacity of 650,000 m3/day and a length of 587 km, at a total project cost of 8.5 billion riyals. The project will have the ability of reverse flow from Al-Shamasiyah, passing through Al-Qulayib, to Al-Jubail with the full project capacity, in line with the plans of the Ministry of Environment, Water, and Agriculture for the drinking water regional connection throughout the Kingdom, ensuring high levels of continuous and sustainable supply of drinking water in both regions. The project also includes 6 strategic storage tanks at Al-Shamasiyah and 3 strategic storage tanks at Al-Jubail with a total storage capacity of (1,634,500) cubic meters, ensuring a reliable and efficient water supply in the two regions. His Excellency Eng. Al-Fadley expressed his gratitude to His Royal Highness Prince of Al-Qassim province for the support of the development projects in the region, highlighting the importance of the private sector’s participation in the water sector development in the Kingdom, besides improving the quality of services and optimizing the efficiency of spending, benefiting from the expertise of the private sector in construction, operation, and management, in line with the goals of Vision 2030. Eng. Al-Fadley explained that the signing of these agreements helps in achieving the goals and plans of the Ministry to showcase robust water transmission in the various regions of the Kingdom in front of investors. In addition, it is an extension of the signing of previous projects with the participation of the private sector. On his part, the CEO of the Saudi Water Partnership Company, Eng. Khalid Bin Zwaid AlQureshi, stated the project was presented to the investors on a BOOT (Build, Own, Operate, and Transfer) model, with the competition of 32 companies, including 14 local companies, and following the competitive process, the consortium of Aljomaih Energy & Water Company and Nesma Company Ltd. and Buhur for Investment Company was awarded. Al-Qureshi said that the project’s commercial operation is expected to commence in the Second quarter of 2029. While the concession term is for a period of 35 years from the commercial operation. Al-Qureshi added that the project will improve the efficiency of water transmission with lower levels of electricity consumption and operating costs. Further, the project will support increasing local content by increasing the percentage of Saudization in business and human resources. The Ministry of Environment, Water, and Agriculture continues to foster an attractive and well-developed investment environment, encouraging private sector partnerships through strategic initiatives and investment opportunities. These efforts contribute to the ministry’s long-term objectives of strengthening the environment, water, and agriculture sectors in Saudi Arabia.
