The Energy Secretariat plans to install it in critical nodes of the metropolitan area of ??Buenos Aires, with an estimated investment of 500 million dollars and an execution period of between 12 and 18 months. Argentinas Energy Secretariat, which is part of the Ministry of Economy, has published an open national and international call for proposals seeking to add 500 MW of BESS storage capacity in critical nodes of the so-called Metropolitan Area of ??Buenos Aires (AMBA), with an estimated investment of 500 million dollars and an execution period of between 12 and 18 months. The equipment must provide power for at least four consecutive hours per full discharge cycle. The statement said that this is an initiative “unprecedented in the country but already applied worldwide,” with the aim of “guaranteeing a more reliable and efficient electricity supply, especially during peak demand.” It is also stated that the new infrastructure is “the beginning of a series of measures aimed at guaranteeing the provision of energy in the country, starting with the AMBA”, and that “the provincial jurisdictions are invited to analyze this modality and replicate similar actions in their territories”. The justification for this call is that the Argentine electrical system “faces serious challenges in terms of infrastructure and response capacity” as a result of “decades of disinvestment and decapitalization.” In this regard, it is stated that this tender “marks a paradigm shift, prioritizing private investment and technological innovation to solve structural problems.” The Wholesale Electricity Market Administration Company (CAMMESA) will act as guarantor of the storage contracts that will be made with the distributors Edenor and Edesur, and will also set the date for the presentation of the offers. The maximum date for the commercial approval of all the equipment is set for December 31, 2028. Highlights of the call Resolution 67/2025 , published today in Argentinas official gazette, mentions that the measure is taken within the framework of the state of energy emergency, and in particular electrical emergency that exists in the country. In the Terms and Conditions attached to the resolution, there are several stipulations of interest, including that the maximum and minimum Offered Power will have the following limits: between 150 MW or the amount indicated in each connection node, for the first case; and 10 MW, for the second. The contract will also include payment for energy supplied from storage, which will be $10/MWh. Meanwhile, the Maximum Award Value (VOmax) for the Offered Value is set at US$15,000/MW-month. Offers must be backed by a so-called Offer Maintenance Bank Guarantee, defined at 10,000 dollars/MW based on the Maximum Offered Storage Capacity. |
