Procurement News Notice

PNN 90699
Work Detail The National Government declared the bidding for the Paraguay-Paraná Hydroway null and void and announced that it will request an investigation into the only bidding company, DEME. The decision was announced by the presidential spokesman, Manuel Adorni, who explained that the case will be presented to the Competition Defense Commission to evaluate possible irregularities in the process. The purpose of the tender was to modernize, expand, operate and maintain the signaling system, dredging tasks and control river traffic on the Trunk Navigable Waterway. The concession covered the section between kilometer 1,238 of the Paraná River, in the Confluence area, to the Natural Deep Water Zone in the outer Río de la Plata, with a projected depth of 39 feet in the Timbúes-Océano section. Adorni pointed out that, despite the registration of 11 interested companies, only DEME submitted an offer, raising suspicions about pressures or agreements that limited competition. In response, the Executive decided to cancel the process and open an investigation to determine whether there were irregular practices to the detriment of the State and national producers. The Government stressed the importance of ensuring a transparent and competitive tender for the Hydroway, which transports 80% of Argentinas exports. It also confirmed that a new call for tenders will be made with international standards of efficiency and control, ensuring better conditions for the countrys river transport.
