The Japan International Cooperation Agency (JICA) and the Uttarakhand Department of Horticulture and Food Processing (DHFP) have signed an agreement to launch the Uttarakhand Integrated Horticulture Development Promotion Project. The four-year Technical Cooperation Project (TCP) aims to boost stable horticulture production and improve market systems in Tehri Garhwal and Nainital districts. By implementing a market-oriented production model and strengthening distribution infrastructure, the project seeks to create a sustainable and scalable horticulture framework across Uttarakhand. With 39% of the state’s population engaged in agriculture and 90% of farmers owning less than two hectares of land, Uttarakhand has significant potential for horticulture growth. However, challenges such as outdated farming techniques, poor infrastructure, and climate change have hindered progress. JICA’s ongoing Official Development Assistance (ODA) loan project in the region focuses on strengthening Farmer Producer Organisations (FPOs) and enhancing supply chains. The new TCP will complement these efforts by accelerating progress and expanding the Smallholder Horticulture Empowerment and Promotion (SHEP) approach, a JICA-developed model that aligns farming with market demands. JICA India Chief Representative Takuro Takeuchi stated that the initiative reflects JICA’s commitment to sustainable and inclusive agricultural growth in Uttarakhand. By equipping smallholder farmers with market-oriented tools and strategies, this project will not only transform horticulture in Uttarakhand but also serve as a model for other states, he said. The initiative will focus on capacity-building for district horticulture officers and extension staff, with active participation from local authorities and JICA experts to ensure long-term sustainability. |
