The Ministry of Energy and Mines awarded it to the company Vale. The project, located in the department of Moquegua, was one of two acquired in early 2023 by the Norwegian energy company Statkraft. The Ministry of Energy and Mines of Peru (Minem) has granted a permanent right of occupation in favor of the definitive concession for the generation of electric energy held by the company Vale for the Lupi Photovoltaic Solar Power Plant project, with a capacity of 150 MW, located in the district of Carumas, province of Mariscal Nieto, department of Moquegua. This is established by Ministerial Resolution No. 027-2025-MINEM/DM for the project that is expected to become one of the highest in the world, located more than 4,500 meters above sea level. In January 2023, Statkraft Perú acquired the shares of Vale SA, the original owner of the project. Subsequently, in November of that year , the Minem granted Statkraft the definitive concession to develop electricity generation at that plant. The projected investment for the Lupi solar plant is estimated at almost 116 million euros, with an execution period of approximately two and a half years. Construction is expected to be completed in July 2026, with a testing period between May and July of that year. This project is part of Statkrafts strategy to double its installed capacity in Peru by 2030. The company currently has an installed capacity of 450 MW in nine hydroelectric plants in operation in the country. It should be noted that among the assets acquired from Vale is the EMMA wind energy project, located in Sechura, Piura, which has a capacity of 72 MW. In a second stage, it will have about 408 MW of hybrid generation, as the company plans to build about 336 MW of photovoltaic power on the site. This would be the first hybrid plant in operation in Peru. |
