Agua y Saneamientos Argentinos SA (AySA) launched an international tender for the operation and maintenance of its Polyaluminium Chloride (PAC) Production Plant, as well as the provision of this essential input for the treatment of drinking water and wastewater. Scope and requirements of the tender The tender is part of the new provisions of the Buy National Law , which allows the participation of foreign companies provided they meet the technical, legal and financial requirements established in the tender document. The main requirements include: Technical and economic capacity : Bidding companies must demonstrate verifiable experience in the operation of chemical plants with characteristics similar to the AySA PAC Plant, which has an estimated production capacity of 7,000 tons per month. Responsibilities : The successful bidder will be responsible for the comprehensive operation of the plant, maintenance and acquisition of the raw materials required for production. Staffing : Prior experience in operating chemical production plants with comparable processes is required, broadening the spectrum of qualified companies beyond those specializing in coagulants. Financial flexibility : Companies will be able to demonstrate financial solvency by accessing credit free of contractual commitments, eliminating traditional barriers related to strict sales thresholds. Technical authorizations : If the corresponding authorizations are not available at the time of pre-award, these may be processed later, but they must be valid before the purchase order is issued. Importance of PAC in water treatment Polyaluminium chloride (PAC) is an essential coagulant for the purification and wastewater treatment processes at AySAs three main plants: General San Martín (CABA), General Belgrano (Quilmes) and Juan Manuel de Rosas (Tigre). During the coagulation process, PAC binds contaminating particles and transforms them into flocs, facilitating their sedimentation and separation from the water. This procedure is key to reducing turbidity and eliminating microorganisms, guaranteeing quality water for millions of users.
