A renovation project must reduce the buildings consumption by at least 90%. The Ministry of Mines and Energy (MME) and the Brazilian Nuclear and Binational Energy Participation Company (ENBPar) have detailed the Public Call for 100 million reais (17.1 million dollars) for Zero Energy projects in the Public Sector. The call is part of the National Electric Energy Conservation Program (Procel) and will invest in the energy efficiency of existing buildings through renovations and the installation of distributed renewable generation. Priority will be given to administrative buildings and education and health areas at the federal, state and municipal levels. Projects with the best strategies for improving the energy performance of the systems in use in combination with the inclusion of local renewable energy generation technologies integrated into the building will be selected. According to the terms of the public call for proposals, a successful renovation project will be one that reduces the buildings original energy consumption by between 90% and 110%. Above 100%, the renovated building would generate more energy than necessary for its operation. To be eligible for funding, buildings must have been built at least 12 months ago, have a minimum surface area of ??500 m² and be occupied or in operation. Buildings housing health, education and administrative services will have an extra 20% added to their final score due to their strategic nature and high energy saving potential. The projects must be aimed at reducing energy consumption, as well as promoting the use of sustainable materials and encouraging the generation of renewable energy, without losing the comfort and quality of life of people who use public spaces. More than a challenge, this is an opportunity to generate a real and lasting impact by combining technologies, good practices and public policies, said Procel Superintendent Juliana Tadeu. The MMEs General Coordinator for Energy Efficiency, Samira Sousa, said that the initiative is an important contribution for the sector in the formulation of public policies on the subject. Achieving better energy efficiency rates in public buildings, reaching the almost zero energy phase, is also part of the plan to implement minimum energy performance rates for buildings in Brazil. According to Samira, the public sector will serve as an example for other sectors of the economy when it comes to implementing energy efficiency in buildings. Buildings in Rio Grande do Sul Of the R$100 million of the public call, about R$25 million will be allocated to the municipalities of Rio Grande do Sul, due to the environmental tragedy experienced in May 2024. The remaining R$75 million will be distributed equally among the states of the North, Northeast, Southeast, Center-West and South regions, considering, for the last region, municipalities of Paraná, Santa Catarina and the cities of Rio Grande do Sul not included in the public calamity decree.
