The state-owned company Agua y Saneamientos Argentinos (AySA) opened an international tender for 115 million dollars to ensure the supply of Polyaluminum Chloride (PAC), a crucial input for the purification of water in the Metropolitan Area of ??Buenos Aires (AMBA). This process seeks to promote competition in the sector and could mark the end of the 16-year exclusivity held by the company Tr The tender, published on January 13, includes the production of 7,000 tons of PAC per month for three years, as well as the operation and maintenance of the production plant, currently owned by AySA. In order to attract more participants, the financial requirements were made more flexible, allowing them to demonstrate solvency through access to uncommitted credit, and the call was extended to an international level. Since 2009, Transclor, known for its relationship with businessman Mauricio Filiberti, had been the sole supplier of PAC. The company won tenders in 2010 and 2012, and since 2015 it has operated through direct agreements due to the lack of competitors. In 2023, an attempt to award a contract of 127 million dollars was annulled after a judicial complaint alleging irregularities. PAC is essential for AySAs water treatment plants located in Palermo, Tigre and Bernal, which supply drinking water to millions of inhabitants in the AMBA. This chemical replaced sulfuric acid in 2009, when a production plant financed by the State and operated by Transclor was built. Although the current contract with the company expired in 2023, temporary extensions allowed its continuation until the process was resolved.
