The Haryana Electricity Regulatory Commission (HERC) has issued a discussion paper seeking input from stakeholders and the general public regarding amendments to the Green Energy Open Access Regulations, 2023. These changes, driven by recent modifications from the Ministry of Power, aim to enhance renewable energy usage and streamline processes. The Electricity Act, 2003 empowers the Commission to create regulations supporting its objectives. Green Energy Open Access Rules, notified in 2022, encouraged renewable energy generation and consumption, including waste-to-energy plants. In May 2023, the eligibility criteria for open access were broadened, now including consumers with an aggregated demand of 100 kW or more within the same electricity division. In alignment, HERC has proposed amendments for the Green Energy Open Access Regulations, extending additional benefits and revising conditions. Offshore wind projects commissioned until December 2032, for instance, will remain exempt from additional surcharges when supplying electricity to open access consumers. This extension emphasizes fostering green energy sources. Eligibility criteria amendments now specify that consumers with individual or aggregated demand exceeding 100 kW can access green energy open access without supply limits, particularly for captive consumers. Moreover, consumers not on independent feeders must comply with system constraints and power cut restrictions. The proposed regulations integrate existing provisions, such as those governing forecasting and deviation settlements for solar and wind energy. By incorporating these frameworks, HERC ensures a cohesive approach to renewable energy promotion. This initiative reflects Haryana’s commitment to renewable energy adoption, regulatory clarity, and stakeholder inclusivity in decision-making processes. |
