The improvement works on National Route 3, in two sections near Tres Arroyos (kilometers 451-477 and 550-589, totaling 65 kilometers), carried out by the company Vial Agro, have been paralyzed since December 2024 due to non-payment by the National Highway Directorate. This situation affects about 160 workers who have lost their jobs and generates a negative economic impact in the region, affecting suppliers of materials, fuel and other items. From a construction point of view, the halted works consisted of transforming the route into a safe route, which implies: Repaving: The aim was to improve the road surface by repaving the existing route. Construction of paved shoulders: The construction of paved shoulders was planned, which increases road safety by offering a larger support surface in case of detours or emergencies. Surface widening: A widening of the roadway was planned to improve circulation conditions and traffic flow. The halt in the works prevents the completion of these improvements, maintaining the poor conditions of the route and postponing the benefits in terms of safety and fluidity for users. The lack of payment corresponds to the work certificates corresponding to the months of July, August, September, October and November 2024. The works had restarted on July 1, 2024 with a 12-month execution period, after an initial halt in November 2023. The original project, announced during the previous administration, contemplated the construction of a highway on Route 3 from Buenos Aires to Azul, a safe route from there to Coronel Dorrego, and then another highway to Bahía Blanca. However, this plan has not been implemented as planned, with only individual tenders being held and in specific sections, such as those affected by the current stoppage. In addition to the works on Route 3, it is reported that another project carried out by Vial Agro, the National Route 5 Travesía Urbana de Mercedes, has also been paralyzed since January 2024 due to lack of budget allocation. In contrast, the company is participating in the construction of a highway on National Route 5 in the Mercedes-Suipacha section, in a Temporary Union of Companies (UTE) with CPC SA, which is in progress.
