The news reports on the low participation in the tender for the renewal of the fleet of Line B of the Buenos Aires Subway, causing concern in the railway sector. Contrary to expectations, only three companies submitted offers, instead of the main train manufacturers such as Alstom, CAF, Siemens and Stadler, who decided not to participate due to discrepancies in the purchase process of 29 trains (174 cars). The three companies that did submit bids are: BEML LTD – UT – Rites LTD (India): This company requested to be exempt from submitting the bid guarantee policy, a usual requirement in this type of tender. CRRC Changchun Railway Vehicles (China): A rolling stock manufacturing company. CITIC Construction Co., Ltd. (China): Although it is a company dedicated to engineering and construction projects, it is not dedicated to the manufacture of rolling stock, which contradicts the specifications of the tender document. This low participation and the apparent inconsistency of one of the offers (CITIC) could generate requests for information from companies that did not participate and put Subterráneos de Buenos Aires (SBASE) in a difficult situation when defining the tender. The importance of renewing the Line B fleet is highlighted, but also the need for clear and transparent bidding processes that attract a greater number of companies, taking as an example the processes of the Santiago Metro or CPTM (Companhia Paulista de Trens Metropolitanos de São Paulo) that achieve greater international participation. In summary, the tender to renew the fleet of Subway Line B had a much lower participation than expected, with only three bidders, raising questions about the clarity of the process and the possible need for a review by SBASE.
