Work Detail The law approved by the state government seeks to democratize access to renewable energy, reduce electricity costs in vulnerable areas and promote sustainable practices. The government of the state of Rio de Janeiro will encourage the installation of solar panels to generate photovoltaic energy in areas of social vulnerability. The initiative is provided for in Law 10.654/25, authored by deputy Rosenverg Reis, approved by the Legislative Assembly of Rio de Janeiro (Alerj), sanctioned by Governor Cláudio Castro and published in the Official Gazette last Tuesday. The new law complements Law 7.122/15, which already established the Policy to Incentivize the Use of Solar Energy in the state. Solar energy has a lower environmental impact and does not generate polluting waste or greenhouse gases, which makes it a clean resource, unlike thermal power plants, for example, which produce energy from coal. This type of energy does not contribute to global warming, acid rain or the mixture of fog and smoke, like other forms of energy production, explained Rosenverg. Rio de Janeiro is one of 13 Brazilian states with more than 1 GW of installed distributed solar generation capacity, according to data from the National Electric Energy Agency (Aneel). Rio de Janeiro has 1,344 GW distributed across 141,000 systems. In 2024 alone, the state connected 31,000 new solar DG systems, adding 305 MW of capacity.
