Total investment from the announced preferred bidders in BW7 runs to the tune of R31.4 billion The eight solar PV projects, totalling 1,760MW, appointed as preferred bidders under South Africa’s Renewable Energy Independent Power Producers Procurement Programme (REIPPPP) Bid Window 7 may yet be joined by more renewable energy projects. The Department of Mineral Resources and Energy (DMRE) has also approved the appointment of four compliant Onshore Wind projects as eligible bidders for 932.2MW, but this is subject to value for money negotiations and governance approval. The DMRE has also approved that the wind projects can be re-allocated to solar PV technology if necessary. They are thus considering the appointment of additional compliant bidders eligible for appointment as preferred bidders. Of the eight announced solar projects under Bid Window 7, Mulilo Renewable Projects (with Reatile Renewable and Perpetua Energy as BBBEEE partners) and Scatec Solar Africa (with Greenstreet and Redstreet SPV) will each develop one project while Infinity Power Holdings (with Pele Green Energy), will develop the other six. The eight preferred bidders under Bid Window 7 thus far are: Infinity Power Highveld Solar Consortium – Mpumalanga – 240MW Palladium Solar 1 Consortium – Limpopo – 240MW Copper Solar 1 Consortium – Limpopo – 240MW Vanadium Solar 1 Consortium – Limpopo – 150MW Onderstepoort Solar 1 Consortium – North West – 220MW Onderstepoort Solar 2 Consortium – North West – 190MW Mulilo Middlepunt Solar PV – Free State – 240MW Scatec Mercury Solar PV 2 – Free State – 240MW Now that the preferred bidders have been announced, the developers have eight months to get to commercial close. Their first order of business is to apply to Eskom and NTCSA for their Budget Quotations, pay Quotation Fees and accept Cost Estimate Letters. Beyond solar and wind, what other renewable energy is being procured under REIPPPP? The registered bidders for 33 battery energy storage projects under Bid Window 3 of the Battery Energy Storage Independent Power Producers Procurement Programme (BESIPPPP) were announced at the end of November 2024. The preferred bidders announcement should come around end of February 2025. The eight project developers announced under BESIPPPP Bid Window 2 are: EDF will develop Oasis Ararat in North West Province – 77MW AMEA will develop two projects: Gainfar Project at Ngwedi substation in Free State province – 77MW Boitekong Project at Marang substation in Free State – 77MW Mulilo will develop five projects: Rooikoppies BESS at Bighorn substation in North West Province – 77MW Mercury BESS in the Free State – 76MW Welverdiend BESS at Carmel substation in Gauteng – 77MW Hartebeesfontein BESS at Hermes substation in the Free State – 77MW Leeuwpoort BESS at Midas substation in Gauteng – 77MWOn the gas side, registered bidders for Bid Window 1 of the Gas Independent Power Producers Procurement Programme (GASIPPPP) asked for more time to prepare compliant bid responses to the request for proposals for 2,000MW, so the DMRE moved the Bid Submission Date to 25 March 2025. At the same time the Independent Transmissions Projects (ITP) requests for information(RFI) has kicked off as a step towards launching the ITP pilot tender at some point in 2025. This will build out the transmission line network needed to build more renewable energy projects in South Africa. Interested stakeholders have until 28 February 2025 to submit RFI responses.
