Work Detail The project will be financed with contributions from the Province and the two municipalities. Monday, December 23, 2024 Governor Rolando Figueroa announced today the tendering of a new sewage treatment plant that will provide predictability in sanitary treatment for the next 20 years to Cutral Co and Plaza Huincul. He did so accompanied by mayors Ramón Rioseco and Claudio Larraza, respectively. As part of this joint effort, the municipality of Cutral Co will call for public tenders, and then execute the work and manage it jointly with the provincial government and the municipality of Plaza Huincul. The current treatment plant is located in the Plaza Huincul farm area and is operated by the Provincial Water and Sanitation Authority (EPAS). The project implies that while the new one is being built, the current one will be refurbished to improve its operation. It was decided to keep this same site because the current networks and mains will be used. The municipalities have already built the North and South collectors, whose work is inspected by EPAS. “It is very important to say how we will continue the teamwork that we have proposed in these governance agreements that we have signed,” said the governor during the ceremony at the Government House and stressed that the joint work between local and provincial governments allows us to “solve people’s problems.” Figueroa considered that the joint financing of the project represents “a work that is emblematic in several aspects”, such as regionalization, decentralization and governance, among others. He said that it is a “concrete way” of working on regionalization and that it also represents decentralization, because the work “will be put out to tender by the municipality of Cutral Co.” “It is a message from politics and from respect for local actors,” he stressed. “Another important point is governance and how we work as a team to solve people’s problems; without any kind of divisions, or having any kind of sectoral bias. Here we are working to provide the solutions that are needed,” stressed the governor and highlighted the need to “focus on the truly important issues that we see,” such as the provision of water and sanitation. “I appreciate the political, institutional and management hierarchy that both mayors have,” said Figueroa and explained that “a commitment that we have also assumed is to work on the expansion of municipal lands.” “They have to be planned and agreed upon,” he indicated and assured that this expansion “will result in a benefit for the entire population of the region.” Finally, he considered that during his administration, government schemes were implemented that “are innovative” and have “a very broad appreciation from the local level”, because that allows “being closer to the problems of the people”. “Mayors are dealing with the problems of the people on a daily basis and we, of course, will support them”, he concluded. For his part, Rioseco reported that the tender for the work will be published on the 26th and explained that it is “a process that we carried out together with the governor starting on October 22, when the tripartite agreement was signed.” “We quickly started working on the specifications, which are very complex,” he added. He explained that the investment will be 10 billion pesos and will be financed in three equal parts by the Province and the two municipalities. “It is a joint effort, and always with a view to supporting sanitation,” he indicated and added: “Water and sewage are a priority.” He thanked the governor and stressed that “this time the Province joined this effort with 33% and for us it is a lot, because it allows us to make the call for tenders starting on the 26th so that in February we can award the work and begin quickly, so that within a year or a year and a half we can be inaugurating it.” Finally, Larraza stressed that this is “a significant project for the two towns” and that “it also marks the governance pact.” He highlighted “the joint work” between the Province and the two towns and explained that “for more than 22 years” there has been no investment in the sewage treatment plant. "The governor has once again taken up the challenge for our region and this is a significant project," said the mayor. He also thanked the governor and his entire team and pointed out that "we are looking at a very positive 2025 in terms of works from Huincul, with a school under construction, a sewage treatment plant and the repaving of more than 115,000 square meters." “We expect a 2025 with a lot of work, side by side. Many thanks to the entire provincial government and we hope we continue on this path that is so necessary,” he concluded.
