Nearly three-quarters of these funds will be allocated to road construction and maintenance. In addition, the National Water and Sanitation Works Agency will receive a 63% increase, which will raise its allocations to 108 billion pesos. This fiscal adjustment scenario, in which public works and pensions play a crucial role, is part of the governments strategy to achieve fiscal balance, but it also reflects the difficult situation facing the provinces and the construction sector. The future of infrastructure projects in the country will depend on the provinces ability to assume these commitments and on the Executives willingness to guarantee the necessary financing to avoid further aggravating the infrastructure deficit.
