Work Detail The Central Electricity Regulatory Commission (CERC) issued an order on December 22, 2024, addressing the removal of difficulties in implementing certain provisions of the Indian Electricity Grid Code (IEGC) Regulations, 2023. The IEGC, notified on July 11, 2023, became effective on October 1, 2023. Despite prior efforts to resolve issues through two earlier orders and a subsequent amendment, challenges persisted, particularly concerning the scheduling of infirm power before the declaration of commercial operation (COD). The National Load Dispatch Centre (NLDC) emphasized the importance of scheduling infirm power to minimize system imbalances during the pre-COD phase. This includes power generated for testing and commissioning activities. It was noted that the modalities for scheduling such power, especially from renewable energy generators and energy storage systems, required explicit clarification. The order proposed separate scheduling guidelines for general sellers, such as thermal or hydro generators, and for renewable energy and energy storage systems. It also addressed deviation charges for scheduled infirm power, underscoring the need for adherence to regulations. The Commission highlighted the challenges faced by renewable energy developers regarding the trial operation process. For large projects with installed capacities exceeding 250 MW, the Grid Code originally limited the number of installments for trial runs. To alleviate these constraints, the Commission allowed unlimited installments, provided each covered a minimum capacity of 50 MW. This change aims to facilitate smoother operations for developers and reduce delays in achieving successful trial runs. Further, the order mandated that power scheduling into the grid be contingent upon the issuance of a successful trial run certificate by the Regional Load Dispatch Centre (RLDC). Such certification ensures compliance with Central Electricity Authority (CEA) standards and the completion of necessary tests. Any generation before COD without this certificate must strictly serve commissioning and testing purposes, subject to RLDC approval. The order also emphasized the rights of beneficiaries under power purchase agreements (PPAs) to accept or refuse power after a successful trial run, ensuring clarity in power transactions. To address stakeholder concerns and operational exigencies, the Commission exercised its powers to issue directions and clarifications under the Grid Code. These interim measures will remain effective until formal amendments to the regulations are made. By doing so, the Commission sought to provide immediate relief to stakeholders while maintaining grid reliability and adherence to regulatory standards. The order reflects CERC’s commitment to fostering a robust framework for grid operations, particularly in integrating renewable energy. By addressing these challenges and offering practical solutions, the Commission aims to support India’s transition to a sustainable energy future while safeguarding the operational integrity of the national grid.
