Bautista of the DPWH Unified Project Management Office - Roads Management Cluster 1 (Bilateral) led the groundbreaking ceremony on November 29, 2024 at the DPWH Maguindanao Project Management Office Compound in Cotabato City They were joined by OIC-Minister Danilo Ong of the Ministry of Public Works and Highways (BARMM), Mayor Cahar P. Ibay of Parang, Maguindanao del Norte, DPWH Stakeholders Relations Service Director Randy R. Del Rosario; DPWH Regional Office 12 Assistant Director Najib D. Dilangalen; Project Manager Jovito C. Santos of consultant CTI Engineering International Company Ltd.; DPWH Maguindanao Project Management Office OIC Project Manager Herodin A. Edris; representatives from the contractor China Geo-Engineering (Phil) Corp and its joint venture partner RD Interior Junior Construction headed by the authorized managing officer Mr. Dong Jibo; and other stakeholders. In his report to DPWH Secretary Manuel M. Bonoan, Senior Undersecretary Sadain emphasized that the project, funded through a loan from the Japan International Cooperation Agency (JICA), reflects the strong partnership between the Philippine and Japanese governments to advance peace and development in Mindanao. “This groundbreaking marks another step toward realizing the transformative potential of infrastructure in fostering sustainable development in conflict-affected areas,” Senior Undersecretary Sadain added. The RNDP-CAAM is among the flagship infrastructure projects under the administration of President Ferdinand R. Marcos Jr., aimed at addressing the infrastructure gap in Mindanao. A key component of RNDP-CAAM is Sub-Project 8 (SP-8), also known as the Parang East Diversion Road, which is designed to improve accessibility and reduce traffic congestion as Parang transitions into BARMM’s administrative center. The 7.074-kilometer diversion road project, awarded to China Geo-Engineering (Phil) Corp and RD Interior Junior Construction also involves construction of four (4) bridges with a total length of 287.8 meters; two-lane concrete roadway with a 280-millimeter-thick portland cement concrete pavement; and earthworks, drainage, slope protection, and other miscellaneous activities. The road will traverse the barangays of Making, Gumagadong Calawag, Manion, and Nituan and serve as an alternative route to Polloc Port, BARMM’s only international port. The project has a contract duration of 28 months and is expected to enhance connectivity, alleviate traffic, and boost regional economic activity. Presently in various stage of implementation, the JICA-funded RNDP-CAAM covers the construction and improvement of 174.58 kilometers of access roads connecting BARMM. The RNDP-CAAM exemplifies JICA’s commitment to supporting the Philippine government’s efforts to promote peace and economic growth in Mindanao through infrastructure development. By improving road and bridge networks, the project aims to uplift communities, strengthen regional integration, and contribute to the long-term stability of conflict-affected areas. With the construction of the core head office building and the Parang East Diversion Road, the DPWH, through its Unified Project Management Office - Roads Management Cluster 1 (Bilateral), continues to lay the foundation for a brighter future in Mindanao.
