The Central Electricity Regulatory Commission (CERC) issued an order regarding a Petition filed by ACME Solar Holdings Ltd and ACME Sikar Solar Pvt. Ltd. The petition sought a three-month extension for commissioning a 300 MW solar power project in Bikaner, Rajasthan. Initially required to be completed by October 20, 2024, the petitioners requested a new deadline of January 25, 2025, citing regulatory and logistical challenges.
The project encountered delays due to disputes over land documentation requirements set by the Central Transmission Utility of India Limited (CTUIL). Despite the Commission’s prior orders allowing land conversion and relaxed timelines, the petitioners claimed additional time was necessary due to ambiguities and delays in connectivity approval. The project also faced financial hurdles, as loan disbursals were stalled until regulatory approvals were finalized in July 2024.
Significant progress was reported in the project, with most of the land acquired and construction milestones achieved. However, environmental protests and legal notices concerning tree-cutting activities disrupted construction. The petitioners emphasized their commitment to the project, highlighting substantial investments and progress in infrastructure development.
During the hearing, the Commission expressed concern over the petitioners’ inability to meet previous commitments, emphasizing the efficient use of connectivity resources. While granting the extension, the Commission imposed conditions to ensure accountability. The petitioners were required to pay compensation for delays and commit to a firm commissioning deadline of April 21, 2025, with part commissioning expected by March 2025.
