The Ministry of Mines and Energy (MME) has announced around 820 million reais (140 million dollars) in investments for the development of the northern region of Brazil, through the Amazon Energy Program. Among the announcements is the planned auction of isolated systems (Sisol) in May 2025, with investments estimated at 452 million reais. Another announcement was that 372 million reais will be made available for investments in isolated systems in the region. In Belém, during a workshop on the Amazon Energy Program organized by the MME in collaboration with the Global Alliance for Energy for People and the Planet, Minister Alexandre Silveira signed an order authorizing the auction of isolated systems. The MME expects to contract 49 MW with the measure to serve 169,000 people in ten localities in the Legal Amazon, initially one in the state of Pará and nine in Amazonas. The auction will have a novelty: 22% renewable energy will be mandatory in the bids submitted, a measure in line with the objectives set by the Amazon Energy program, created by the Ministry of Mines and Energy. Among the alternatives planned is the use of the technique called hybridization, which uses solar energy with storage combined with thermal generation. The winning companies must complete the works before December 2027, also fulfilling two other requirements: the inclusion of the shadow price of carbon in the classification of the proposals submitted; and the need to present a special logistics plan for extreme droughts. The Amazon Energy program aims to benefit the 3.1 million people served by the so-called isolated systems, which are not part of the National Interconnected System (SIN). Among the expected benefits of the initiative is the reduction of diesel use in electricity generation in these localities, contributing to the decarbonization of the Amazon region and reducing the Fuel Consumption Bill (CCC). Public call There will also be a call for tenders for isolated systems in northern Brazil, with a 90-day deadline for interested parties to submit proposals, starting last Friday (22/11). The analysis period will be 30 days and the final result is expected to be published on April 18, 2025. Investments in the call for tenders are estimated at R$372 million. The funds come from the Pro-Legal Amazonia fund and will be made available through the Amazon Energy program. The call for proposals, approved by the Pro-Legal Amazonia Steering Committee (CGPAL), prioritizes initiatives that propose reducing the cost of generating electricity in the Amazon region. With this initiative, the Ministry of Mines and Energy aims to expand its attention to isolated systems, whether it be interconnection solutions, the inclusion of renewables in thermal power plants, energy efficiency or loss reduction. Eletrobras, distribution agents serving the Legal Amazon region, electric power generators, associations, research institutions and equipment suppliers operating in the energy sector may participate in the call for proposals. The CGPAL will use as a selection criterion projects that provide the greatest benefit to the Fuel Consumption Account (CCC), that demonstrate solutions for the reduction of greenhouse gases, as well as socioeconomic benefits and with part of the financing provided in a public-private manner. The presentation will be made through an electronic form, which will be available on the program page on the MME website. To achieve this, we have two fundamental fronts of action: the first is to guarantee access to electricity to families who do not yet have it. For this reason, President Luiz Inácio Lula relaunched the Light for All Program last year. The second front of action of our government is to improve the quality of the electricity supply in isolated systems in the Amazon region. These are localities that are not in the National Interconnected System and are mainly served by diesel generation, which is polluting, expensive and highly inefficient. To overcome this challenge, we created the Amazon Energy Program,» said the minister. Since 2003, the Luz para Todos program has served 17 million people across the country. In the state of Pará, the program has served more than 2.4 million people, including 229 schools. Until 2023 alone, the Federal Government has invested R$2.6 billion in Luz Para Todos in Pará. Between January last year and November 2024, 41,000 families in the Legal Amazon were served. The Amazon Energy program will benefit more than 3 million families who are currently served by more than 190 isolated systems in the Amazon region, 17 of them in Pará. “We are also innovating by bringing renewable energy and batteries, which guarantee that the energy transition benefits these families,” Silveira explained. During the event, the Global Energy Partnership for People and Planet (GEAPP) also allocated nearly R$15 million to the Amazon Energy Program to support the development of projects that promote and evaluate the socioeconomic benefits of access to quality, safe and renewable energy.
