Work Detail The MNRE guidelines for implementing the PM Surya Ghar Yojana under the component of Central Financial Assistance (CFA) to residential consumers have been clarified. An Office Memorandum dated June 7, 2024, outlined operational procedures for the scheme. Clause 5(f) specifies that connections for Group Housing Societies (GHS) or Resident Welfare Associations (RWA) under the scheme must only serve common facilities and cannot be used to supply electricity directly to individual residential units. CFA support is primarily intended for entities created by residents to maintain common facilities. These entities could include Apartment Owner Associations, Cooperative Housing Societies, or similar collectives. However, concerns were raised regarding subsidy disbursal for rooftop solar installations in residential projects where such collectives are not yet established, and common areas are managed directly by real estate developers or promoters. It has now been clarified that CFA support can be extended to developers and promoters in these cases. This is contingent upon their submission of an undertaking that the rooftop solar assets financed under the PM Surya Ghar Yojana will be handed over to the GHS, RWA, Apartment Owner Association, Cooperative Housing Society, or any other resident-created collective once established. Developers and promoters must also commit to ensuring that the subsidy benefits translate into reduced tariffs for residents in relation to common facilities. To ensure compliance, the Renewable Energy Corporation (REC) may establish additional documentary requirements to verify the claims and validate the subsidy disbursal process. Developers and promoters must also provide evidence of passing on benefits to residents. Adjustments to the national portal will be implemented to incorporate the updated process flow. These clarifications have been issued with the approval of the competent authority to ensure transparent and effective implementation of the scheme.
