The Madhya Pradesh Electricity Regulatory Commission (MPERC) has issued draft regulations for Power Quality in 2024, aimed at ensuring the monitoring and maintenance of electrical power parameters in the state. These regulations are built upon standards set by the Central Electricity Authority (CEA) and other global benchmarks such as IEC and IEEE standards. The document outlines the scope, application, and measures necessary to address power quality issues such as voltage variations, unbalance, sags, dips, swells, and harmonics in the supply system. These problems, often caused by non-linear loads or faulty systems, can lead to equipment damage and inefficiencies, impacting both consumers and the distribution network.
The draft defines key stakeholders, including distribution licensees, designated consumers, and distributed generation resources (DGRs), and delineates their responsibilities. Designated consumers, identified as potential power quality polluters, include industries and facilities like IT services, healthcare institutions, and e-charging stations. These entities must install Power Quality Meters and maintain the standards outlined in the regulations. Similarly, distribution licensees must monitor compliance, deploy necessary infrastructure, and mitigate power quality issues using appropriate devices like filters.
The regulations require distribution licensees to identify power quality polluters and maintain compliance with established standards. Strategic installation of Power Quality Meters at substations and consumer points will be mandatory within a year of notification. These meters will enable accurate monitoring and help identify deviations from standards, with the collected data shared monthly with stakeholders.
Additionally, both licensees and consumers are responsible for addressing power quality deviations. Designated consumers must control harmonic currents by deploying mitigation devices, and licensees must rectify supply-side issues within stipulated timelines. Failure to comply could result in compensation liabilities, with the level of penalties to be determined by separate orders.
The draft emphasizes consumer redressal mechanisms for power quality grievances. Consumers can approach forums if their complaints are not resolved satisfactorily. Forums may order the deployment of meters to verify compliance and mandate corrective actions. The regulations also empower the Commission to relax or modify provisions to address challenges in implementation.
In a preparatory phase before full enforcement, distribution licensees must sensitize stakeholders, prepare guidelines, and ensure the readiness of infrastructure. Comprehensive audits, sampling, and on-site inspections will help ensure adherence to standards. These efforts aim to enhance the reliability and efficiency of the power supply system, minimize equipment failures, and improve energy efficiency across Madhya Pradesh. |
