The Solar Energy Corporation of India Limited (SECI) has issued a Request for Empanelment (RfE) to agencies for conducting site studies essential for preparing Detailed Project Reports (DPRs) for solar PV projects, including ground-mounted and floating types. Dated November 13, 2024, the RfE seeks to enlist qualified agencies to undertake various categories of surveys necessary for different stages of solar project development.
The RfE outlines three categories of site studies:
Category A – Involves topographic surveys using Differential GPS and Total Station, targeting accurate mapping of physical features and establishing control points.
Category B – Focuses on advanced surveys using LiDAR, UAVs, and high-resolution satellite imagery, beneficial for extensive solar PV projects where comprehensive site imaging is necessary.
Category C – Pertains to hydrographic and geotechnical surveys for floating solar PV projects, including measurements of water bodies, essential for infrastructure planning in water-based solar installations.
The empanelment period is set for five years, with a possible two-year extension based on performance or mutual agreement. SECI has instituted a single-stage, single-envelope bidding system, with techno-commercial criteria established to ensure that only competent agencies are selected. The application process is detailed in the RfE document, available on SECI’s website and other procurement portals.
Agencies interested in any of the specified categories must adhere strictly to SECI’s requirements and submit bids as per the defined timelines and guidelines. SECI has clarified that incomplete or non-compliant bids will be rejected. Additionally, all submissions must include a non-refundable bid processing fee of INR 6,000. SECI may extend submission deadlines and make amendments to the RfE document, with updates posted on SECI’s official platforms.
The last date for submitting bids is outlined in the Bid Information Sheet within the RfE document, and interested agencies should ensure registration on the necessary portals for participation. SECI emphasizes that selected agencies will be required to conduct their surveys accurately, following the technical parameters laid out in the RfE, and submit their findings in editable formats compatible with SECI’s project planning tools. |
