The government is seeking to dissolve the trust fund that contains the program and is studying the procedure for publicly auctioning the works. It is also considering transferring buildings to the provinces in some cases.
The national Executive is seeking to end the Procrear plan and sell the houses that are under construction. The objective is to eliminate the trust fund that supports the program and they say that there will be a public auction of the neighborhoods that are in the process of being built.
The purpose is to terminate the Argentine Bicentennial Credit Program for Single-Family Housing, supervised by the Ministry of Economy headed by Luis Caputo, and coordinated by the Secretariat of Territorial Development, Habitat and Housing, under the direction of Rodrigo Aybar.
At Balcarce 50 they maintain that "the idea is for the program to cease to exist." The technical committee is working on the legal procedure to carry this out. It has 17,000 homes from the Procrear Urban Development program that were not completed.
The government will honour the loans in progress and will only offer for sale the buildings not assigned by the State. The Executive is also considering transferring the works to the provinces in specific cases.
The Casa Rosada intends to set the price of the buildings through the National Appraisal Court and then auction them off on the State Property Administration (AABE) sales portal.
The Procrear Plan trust fund, created by Cristina Kirchner in 2012 through Decree of Necessity and Urgency 902 and relaunched by Alberto Fernández in 2020, has a duration of thirty years. Banco Hipotecario administers it as trustee.
The trusts assets include funds from the National Treasury and real estate transferred by the AABE. The trusts executive committee is composed of members of the Ministry of Economy, the National Social Security Administration (ANSES), the Secretariat of Public Works and the AABE.
The law establishes that the funds will be allocated to "the construction of housing and the comprehensive development of urban and real estate projects for access to single, permanent family housing in accordance with the guidelines established in the trust agreement and those determined by the executive committee, with the aim of improving and facilitating access to housing for low and middle socioeconomic sectors of the population."
The Government is working on the review of all trust funds that depend on the Nation. The presidential spokesman, Manuel Adorni, announced yesterday the closure of the Social Capital Trust Fund (FONCAP).
The Casa Rosada has also already executed the closure of the National Emergency Fund, the Progresar Trust Fund and the Native Forest Environmental Protection Fund.
Milei granted Caputo control of the trust funds that were fully or partially funded by state funds through decree 215/24. He also instructed the Ministry of Economy to conduct an audit together with the General Comptrollers Office of the Nation (SIGEN) on his management.
