The business group discussed with representatives of the construction company José E. Pitón and with the mayors of Nogoyá and Urdinarrain the project of highways with a toll system, to reduce logistics costs and promote provincial development. Two Florins
The business group “Entre Ríos 2050” met again this Thursday in the city of Crespo to discuss their project for highways with a toll system for the province, with a view to long-term transitability and competitiveness. The initiative was shared with Daniel Pitón and Carlos Acosta, from the construction company José E. Pitón; and Bernardo Schneider, mayor of Nogoyá, and Sergio Fabián Martínez, mayor of Urdinarrain, who presented their views on the provincial infrastructure and the possibilities of carrying out the works.
Poultry industrialist Hector Motta, host of the meeting, was accompanied by Hector Fratoni, Alfredo Calabrese, Alcides Balla, Luis Jacobi, Felipe Berruhet; as well as Alfredo Bel, Matias Ruiz and Daniel Rodriguez, who are on leave. They also invited Horacio Rizzo, rector of the Adventist University of the Plata (UAP), and Luciano Filipuzzi, rector of the Autonomous University of Entre Rios (Uader) to participate.
For his part, Berruhet shared the groups vision in a nonpartisan manner and emphasized the need to get out of the current situation and think about the transcendental issues of Entre Ríos with a medium and long-term view. In this regard, he stressed that the key is to amalgamate the efforts of the public, private and academic sectors. "The problem is everyones problem," he added.
In this context, Motta highlighted the guiding principles in order to support the development of the province and pointed out the importance of providing multimodal infrastructure with access to the ports, which requires significant investments. “We must abandon the path of the estancias,” he urged. As an example of the impetus promoted by the group, he valued the dialogue that has been maintained since last year with PTP Group, which recently reached an agreement to manage the Port of Ibicuy.
At the meeting, the proposal was put on the table to shorten the 100-kilometer route to reach Buenos Aires from Entre Ríos through a highway project with international capital investments and a toll system, with a repayment possibility of 15 to 20 years. On this point, Motta pointed out that “Nogoyá is the first pillar because it has a connection with Victoria Rosario and could be connected to the highway and, in the case of Urdinarrain, the road to highway 14 could be cut.”
In turn, Calabrese reflected on the challenges and strategies proposed by the space. There he pointed out that, according to the trends of the current context, “productive infrastructure must go through the private sector because fiscal tension has become general in all countries.” In addition, he emphasized the importance of understanding the economic-financial equation that must be considered in each project.
Perspectives on the works for Entre Ríos
As a summary of the situation, Pitón mentioned the particularity of Entre Ríos, whose soil problems to maintain the healthy infrastructure demand other costs. “A kilometer of road is more expensive in Entre Ríos than in Córdoba,” he summarized, although he recognized the historical backwardness of the province compared to the rest in the region. At the same time, he indicated the changes in the financing of works of this magnitude in the national scenario and considered promoting a guiding view of the States in conjunction with private investments. He also stressed that it is key to think about maintenance given the useful life of paved roads.
“We are a transit province for international transport, which must be taken into account in order to find a solution,” said Rodríguez. On this point, Acosta gave as an example the maintenance work required on the Route 14 Highway in Entre Ríos, whose risks for the state are latent. In addition, he noted that social demand is key to giving importance to the projects.
The professional from the construction company provided statistical information on the daily vehicular traffic necessary to justify the duplication of the roadway and pointed out that this point is decisive in order to move forward with certain works. Likewise, he said: “The important thing is to improve the quality of the service, in order to avoid accidents or vehicle breakdowns. This requires road maintenance.”
Schneider, for his part, appreciated the fact that there are people who “set out to plan medium and long-term issues.” He then detailed the problems they experience on a daily basis and that require works to avoid the flow of trucks through the middle of the city – as happens in different towns in Entre Ríos. “These are problems that can be solved,” he said, and urged to find solutions articulated with the appropriate actions.
Fratoni, meanwhile, said that one of the challenges is the cultural change to begin to think about the implementation of tolls at reasonable costs in the province to ensure the maintenance of roads and signage. Likewise, he urged to control the weight of trucks that deteriorate the condition of the roads.
