Beyond those announced this week with part of the USD 1.023 billion, the 2025 Budget foresees other projects, to be executed –mainly- with general income.
This week, the Government of Alfredo Cornejo took the first major step towards the idea that the radical leader began to consider even before being elected for the second time as head of the provincial State: to use the funds originally intended for Portezuelo del Viento for other energy, road or water projects of a smaller scale, but with a significant territorial impact.
What is now a reality began to take shape during Rodolfo Suarezs administration, when within COIRCO the other member provinces approved the completion of a new environmental impact study on the entire Colorado River basin as a condition for moving forward with Portezuelo. Although Suarez went for El Baqueano, the Cornejista administration opted for a less ambitious strategy, but with results closer in time. Use dollars for minor proposals that aim to improve infrastructure "for the development of Mendoza" and that preferably generate repayment, that is, that due to their own characteristics produce a return on the funds so that they can be reinvested, forming a virtuous circle that spans the different administrations.
Public works, one of Cornejos bets for economic reactivation
Beyond the first 18 works announced by the Executive, which will require USD273.5 million of the 1,023 it received due to the loss of Industrial Promotion, the 2025 Budget project presented days ago in the Legislature incorporates a public investment plan that represents 11.5% of total expenses.
In this case, the work will be financed mainly by general revenue collection (taxes) and credits already approved by multilateral organizations (IDB, IBRD, etc.); and to a lesser extent by provincial and national programs (FoNAVi, Habitast, Education, etc.).
In terms of roads, the government intends to incorporate a mechanism for the recovery of invested funds (Víctor Fayad anticipated that this would be applied to routes 82 and 99), through which the owners of the roads will have to pay a fee for the increase in the value of the property generated by the work itself. He also did not rule out a “free flow” toll system (through electronic reading of the license plate).
Contrary to Javier Mileis thinking, the Government considers public works a fundamental factor for job creation and economic recovery, in addition to promoting private investment. The budget for next years public investment plan amounts to almost 230 billion pesos.
The works that the Government of Mendoza included in the 2025 Budget
Among the projects that began in previous years and that the Executive intends to finish in 2025, are the Monte Comán La Horqueta aqueduct, the second stage of the reconstruction of provincial route 82 (Panamericana de Luján de Cuyo), the construction of the new building of the Gailhac de Las Heras hospital, the new buildings of the Ecopark, the remodeling of the Palmira Health Center, the rehabilitation services of the Lencinas hospital, the sewage service in Malargüe; in addition to the completion of kindergartens and schools; and the IPV housing.
The second stage of the refurbishment of Provincial Route 82 is expected to be completed in 2025.
Likewise, work will continue (with a projected completion date of 2026 or later) on the construction of the new civic/judicial centre in Tunuyán, the remodelling of the Enfermeros Argentinos (General Alvear) and Illia (La Paz) hospitals, the refurbishment of the cardiovascular service of the Notti hospital, Provincial Route 99 (El Challao Circuit) and the dual carriageway to Rivadavia, and the modernisation of the Chimba canal irrigation system, among others.
Finally, the plan provides for the start of other important works next year, such as stages III to VI of the refurbishment of Route 82 (up to Cacheuta), the remodelling and paving of Routes 160 (between 165 and 146) in San Rafael, and 177, between Rama Caída and Salto Las Rosas; the crossing over the Mendoza River on Route 31; the refurbishment of the Lagomaggiore Hospital, the expansion of the Maternity and Neonatology service at the Scaravelli Hospital, among other repairs, remodelling and construction of school buildings. |
