Work Detail The Government of India has introduced a new solar power scheme for electrifying tribal and Particularly Vulnerable Tribal Groups (PVTG) areas. This initiative falls under two broader programs: Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) and Pradhan Mantri Janjatiya Unnat Gram Abhiyan (PM JUGA). The scheme aims to address the energy needs of one lakh un-electrified households (HHs) in these regions by providing off-grid solar systems where traditional electricity supply is not feasible. The scheme will cover the installation of off-grid solar home systems, solar lighting for Multi-Purpose Centres (MPCs), and the solarization of public institutions. The off-grid systems include basic lighting, fans, and provisions for connecting additional appliances like televisions. The aim is to provide clean and sustainable energy to areas that have not yet been reached by conventional electrification efforts due to geographic or economic constraints. For household electrification, the scheme will install solar home lighting systems (SHLS) or solar mini-grids, depending on the local needs. Each household will receive a system with LED lights and a fan, which will be powered by solar panels and supported by a battery to ensure reliable energy. The systems will be monitored remotely to track their performance and ensure they continue functioning effectively. For clusters of homes, solar mini-grids will be set up, providing a more centralized power supply, with the capability to be connected to the main grid in the future. For Multi-Purpose Centres, where grid connectivity is not possible, the plan includes setting up solar power packs with battery backups. These systems will help power essential services in the community centers, ensuring that these areas have reliable electricity for various local functions and activities. In addition, 2,000 public institutions will also benefit from solar power systems, particularly in places where extending the grid is not economically viable. These institutions will receive systems based on their specific energy needs. The total financial outlay for this ambitious project amounts to ?915 crore, and the scheme is set to run from FY 2023-24 through FY 2028-29. The central government will fully fund the costs, with a significant portion allocated for household electrification and solarization of public institutions. The funds will be released in stages, starting with 70% of the project cost at the time of award, and the remaining 30% after installation and successful commissioning. In terms of implementation, the local DISCOMs or other designated state agencies will be responsible for carrying out the electrification work. They will aggregate demand, conduct site surveys, and propose the most suitable electrification methods. These agencies will also handle the procurement process, issuing tenders and selecting vendors based on their experience in handling similar projects. The scheme also includes provisions for repair and maintenance services for five years, ensuring that the installed systems remain operational. Vendors are required to establish service centers in each district where systems are installed and train local people to manage maintenance tasks. There will also be a complaint redressal mechanism in place, allowing beneficiaries to report any issues through a helpline service. This initiative underscores the government’s commitment to bringing clean energy to underserved communities, particularly in remote tribal areas, and forms part of a broader effort to improve the socio-economic conditions of India’s tribal population through sustainable development projects.
