The new call for tenders provides for 60-month contracts for new and existing power plants, and is open to renewable generators such as hydroelectric, wind, solar and biomass.
The National Energy Secretariat of Panama has issued Resolution MIPRE-2024-0033084, which establishes the short-term contracting of Power and Energy for the period 2025-2030.
The Public Tender must be held before December 10, 2024 and will allow Electric Generation Companies to compete in two categories: one for the contracting of Power and another for Energy, with contracts that will have a maximum duration of 60 months.
The Resolution establishes that energy supply will begin on March 1, 2025, with a defined deadline for its implementation.
The document states that energy procurement is open to renewable generators such as hydroelectric, wind, solar and biomass, in order to promote a transition towards more sustainable sources.
The Ministry explains that “the measure seeks to avoid increases in the cost of electricity that, until now, have been deferred over several semesters to soften their impact on consumers, especially in the ENSA (Elektra Noreste SA) coverage area, as part of a strategy of the current government to mitigate the direct effect on electricity bills.”
“Adjusting the quantities to be contracted to the real needs of demand guarantees that only what is necessary is purchased, thus protecting users from possible increases due to excess purchases,” said the National Secretary of Energy, Juan Urriola.
Last February, Panama launched its first long-term tender exclusively for renewable energy in the last 10 years, but in July, the National Energy Secretariat suspended the Tender Act for the Purchase of Energy and Power , launched during the previous Administration, concluding that it "did not meet the minimum requirements to guarantee transparency to investors, nor price improvements for Panamanians." |
