Fourteen companies submitted bids for the construction project. The project is part of a prison infrastructure plan that the Government of the Province of Santa Fe is carrying out to build 4,200 new places to house prisoners in 4 years.
Within the framework of the prison infrastructure works carried out by the Government of Santa Fe throughout the province, the Ministry of Security opened the envelopes with the economic offers to build Penitentiary Unit No. 9 in Recreo. To execute the work, which has an official budget of $43,037,654,498.89, fourteen offers were presented.
The project involves the construction of two mini-prisons for men with 168 cells each and one mini-prison for women with 139 cells, housing a total of 880 inmates.
During the activity, the Secretary of the Penitentiary Infrastructure Executive Unit, Diego Leone, explained that “the work is part of the penitentiary infrastructure plan developed by Governor Maximiliano Pullaro, which consists of building 4,200 places to house prisoners in 4 years, the equivalent of the number built in the last 40 years. In addition, by executing a project we generate labor; in this particular one, 150 workers will work directly and 300 indirectly. It is a driving force for the economy of the region.”
Another particularity of this project is that it has sustainable innovations, with solar panels and heaters to generate 150 kW of energy. Finally, Leone referred to the number of offers received and stated that “having 14 bidding companies indicates the responsibility, seriousness and transparency with which the provincial government works.”
Prison infrastructure for women
For her part, the Secretary of Criminal Affairs, Lucía Masneri, stressed that “this new unit will allow us to replace and finally provide a prison unit to Unit No. 4 for women in Santa Fe. It is currently located in an old building that does not have the infrastructure we need to deal with female crime, neither in the city of Santa Fe nor in the entire central-northern region of the province. These 320 places will resolve this situation and provide accommodation with the necessary security and habitability conditions. This will allow us to resolve the housing situation for women once and for all.”
"The other two modules will also have the necessary security to house men, greatly improving the security in force at the Las Flores Unit and allowing the police stations to be emptied," Masneri said.
The offers
Penitentiary Unit No. 9 (Recreation) involves the construction of three penitentiary subunits, one for women and two for men. For this purpose, a tender was carried out by module.
