783 km of new transmission lines and new substations, with a transformation capacity of 1 GW, were negotiated, as well as new contracts for existing assets.
The second 2024 transmission auction, held last Friday (September 27) by the National Electricity Agency (Aneel), negotiated the construction of 783 km of new transmission lines and new substations, with a transformation capacity of 1 GW. The projects will require investments of R$3.35 billion ($614.66 million). The auction also negotiated new contracts for existing projects. The average discount was 48.89% for the construction of projects in six states.
Around 7,000 direct and indirect jobs are expected to be created during the construction of the projects, with an additional transformation capacity of 1,000 MVA, based on new substations. New agreements were also negotiated during the auction for existing transmission lines that were at the end of their contracts, which will allow the continuity of energy services.
The auction projects are located in the states of Bahia, Espírito Santo, Minas Gerais, Paraná, São Paulo and Santa Catarina. The period for commercial operation of the projects varies from 42 to 60 months, for 30-year concessions, counted from the signing of the contracts.
Lot 2 of the auction, with transmission lines planned for Rio Grande do Sul, was withdrawn from the auction to give the government time to re-evaluate planning after massive flooding in the state.
Details of the traded lots:
Lot 1
Lot 1 was won by the Engie Brasil Transmissão Consortium, which submitted a bid of R$252.4 million, representing a 48.14% discount on the maximum Annual Allowable Revenue (RAP) forecast by the Agency of R$486.4 million. The planned investment is R$2.9 billion.
780 km of transmission lines will be built in Espírito Santo, Minas Gerais, Paraná, Santa Catarina and São Paulo, as well as the construction of the 525 kV Curitiba Oeste and Abdon Batista 2 substations and the continuation of the 230/138 kV Mascarenhas and 230 kV Aimorés substations.
The works reinforce the electrical system of the states of Paraná and Santa Catarina and serve Espírito Santo and the eastern zone, the Triângulo Mineiro region and Alto Paranaíba, in Minas Gerais. The project is expected to create 5,866 direct jobs. The project is scheduled to be completed in 60 months.
Lot 3
Taesa won lot 3 of the auction, with a bid of R$17.76 million, representing a 53.45% discount on the expected RAP of R$38.2 million. The lot received 10 valid bids and was subsequently hotly contested by bidders CPFL Transmissão, Taesa and EDF Brasil.
With an estimated investment of R$244 million, it envisages the construction of the Estância 440/138 kV substation, with a capacity of 600 megavolt-amperes, and 2 km sections of 440 kV transmission lines between the Estância substation and the sectioning of the 440 kV Bauru – Salto transmission line.
The project will contribute to the supply of water to the city of Jaú. The construction is expected to take 42 months and 697 direct jobs are expected.
Lot 4
Cox Brasil won lot 4 of the auction with a bid of R$12.6 million, representing an average discount of 55.56% compared to the initial PAR set by the Agency of R$28.4 million. The estimated investment in the lot is R$168.3 million.
Lot 4 provides for the construction of the 500/138 kV substation Barra II – (6+1R) x 66.6 MVA and the new 138 kV sector, with a total capacity of 400 megavolt-amperes (MVA).
The projects will contribute to serving the Barra region, in the São Francisco Valley. The works should be completed in 51 months, with an expected creation of 395 direct jobs. |
